Una de las frases que el representante legal de la Fundación Democracia Viva, Daniel Andrade, pronunció de manera enfática durante su aparición en el programa matutino de Chilevisión esta mañana, abordó públicamente por primera vez el problema de financiamiento que lo involucra a él, a su ex pareja -la diputada Catalina Pérez- y a las instituciones del gobierno del Presidente Gabriel Boric.
Esto se debe al convenio que la organización comenzó a ejecutar en octubre de 2022 con la Secretaría Ministerial Regional de Antofagasta de Vivienda por un monto de 426 millones de pesos, el cual fue detenido por dicho ministerio, que ha solicitado la devolución de los fondos.
De esta manera, el ingeniero mostró una fuerte oposición a lo que el Ejecutivo ha estado insistiendo en las últimas semanas para hacer frente a lo que algunos consideran como la crisis más grande durante la administración de Boric.
Como ejemplo reciente, esta semana el Presidente mencionó por primera vez en Twitter la existencia de «actos de corrupción» en los casos que están siendo investigados por el Ministerio Público, relacionados con acuerdos otorgados por entidades gubernamentales a diversas fundaciones.
«Siento que la cagué«, expresó Andrade, reconociendo su error al haber suscrito dichos acuerdos.
Él (el seremi) me sugiere esto, yo le planteo de vuelta: ‘Mira… ¿Sabes qué? Nosotros no tenemos una experiencia necesariamente en la construcción de infraestructura, nuestra experiencia está más ligada a trabajos territoriales, a mediación (…)’. Y él me dice que no hay un problema derechamente, porque la mayoría de las fundaciones lo que hace es subcontratar constructoras.
Lo que uno tiene que hacer es supervisar que las constructoras hagan el trabajo que la comunidad está llevando adelante (..) Yo en ese contexto también siento que ahí yo no debería haber accedido a eso porque no teníamos necesariamente la expertise en la parte de construcción”.
No obstante, según la información publicada en el portal de la Ley de Lobby, fue el propio individuo quien solicitó la cita con el seremi en agosto de 2022. De acuerdo con los datos registrados, la finalidad de dicho encuentro fue la siguiente: “dar a conocer el trabajo comunitario de la fundación”.
El excompañero sentimental de la diputada Catalina Pérez manifestó que “los gastos que hacía la fundación eran tutelados por el Serviu, que es un organismo técnico. Ellos autorizaron la construcción, las contrataciones”.
Aseguró que desconoce si hubo observaciones que se habrían hecho al rendimiento de los dineros usados. “Todavía no entendemos bien la posición que ha tomado el ministerio”, mencionó.
De esta manera, argumentó que dentro de la jerarquía del Ministerio de Vivienda se encontraba documentación relacionada con el acuerdo. Al ser preguntado si La Moneda tenía conocimiento del convenio, contestó: “No que yo sepa (…). Entiendo que el ministerio estaba en antecedentes del convenio (…), pero yo no sé más allá de eso”.
