Siempre ha sido un dilema quién o quienes administran los fondos previsionales para futuras pensiones, algunos prefieren el estado, otros confían más en el privado y también está la opción de un sistema mixto.
Actualmente los fondos de pensiones lo administran las AFP, quienes se llevan las comisiones y parte de las utilidades de cada cotizando, este sistema ha sido muy cuestionado por un sector y defendido por otro, en este sistema, los fondos son de los trabajadores a través de cuentas individuales, las cuentas son de propiedad privada a pesar de que el dinero no se pueda retirar hasta la edad de jubilación.
Por otro lado está el sistema público, quién recoge, administra y reparte los recursos previsionales de todas las personas, este sistema asegura pensiones, pero no la rentabilidad de los fondos, acá el dinero está en manos del Estado, a pesar de que estén separado en cuentas individuales.
El sistema mixto abarca el estado y el privado, en algunos sistemas la gente puede elegir, en otros no.
